We do a couple of Jiffy Lube strip jobs a week here at the dealer. It's around 400 dollars to replace the pan. As a practical matter, I have never seen anyone use a torque wrench to tighten the oil drain plug. Having said that, it is important to use a new sealing washer every time the drain plug is removed. The crush washer that is used is designed to seal the plug against the pan and reduce the chances of over tightening and stripping out the oil pan threads. Normally, if you replace the washer you tighten it until the washer just gets crushed and run the engine for 5 minutes to insure that it doesn't leak.
If you do strip the pan, you might be able to drill it out and use a threaded insert or use an oversized drain plug with a self tapping thread to seal. Sometimes these work and sometimes they don't. The only 100% method of repair if the threads are stripped out is to replace the oil pan.
At the last dealership I was at, we'd install inserts into the pan, but only if the customer signed off on a liability waiver before we started the work. I guess we got lucky, because none of the pans we repaired ever leaked.

if you are changing the oil yourself i wouldn't worry about using a torque wrench to tighten it. as long as you get it tight enough that no oil is leaking after the engine is turned on and the oil pressure is up you should be fine.
